CEF, ETSS and Other Financial Aid

Continuing Education Fund (CEF)
For the programme which has been included in the list of CEF reimbursable programmes. Application for CEF has to be submitted to Office of CEF before the programme commencement.  

Applicants should be the persons who:

  • are Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction, i.e. “A” (right of abode), “R” (right to land) or “U” (remain in Hong Kong without restriction) should appear below the date of birth on the HK Smart ID card. For details of the meaning of symbols, please visit the website of the Immigration Department Holders of one-way permits from Mainland China may also apply. ( A copy of the one-way permit and the HK Smart ID card should be attached to the Application form (SFO 192 (2015) Rev.));
  • have enrolled in and paid the tuition fee on equal monthly instalments basis for a reimbursable course before the course commences; and
  • are aged from 18 to 65 both at the time of application for opening an account and at the time of submitting a Reimbursement Claim Form.

Engineering Training Subsidy Scheme (ETSS)

In order to further encourage continuing education, the HKSAR Government has approved the implementation of a pilot scheme to provide tuition fee subsidy for three cohorts of students admitted starting from the 2016/17 academic year to designated professional part-time programmes offered by Vocational Training Council (VTC), covering programmes in the disciplines of construction and engineering. The scheme targets to encourage working adult learners to pursue higher qualifications which help enhance their upward mobility.

Successful applicants will be refunded 60% of the tuition fees paid of eligible programmes, subject to a maximum of $45,000 per person. Applicants may apply for fee refund for not more than two programmes under the scheme. The tuition fee will be reimbursed by instalments at the end of each term of the programme upon successful completion. Refunds will be granted on a first-come-first-served basis with no pre-set quota for individual programmes.

Applicants should apply within one month from the commencement of the first semester for the programme concerned. For more details:  

Extended Non-means-tested Loan Scheme (ENLS)
Non-means-tested Loan Scheme (NLS) is for eligible students who are not covered under the TSFS and FASP,
providing loan(s) to students to study in a part-time mode. All of our PC / PD coursese are registered. Application for NLS has to be made before commencement of the programme.

New Technology Training Scheme (NTTS)
The New Technology Training Scheme (NTTS) provides financial assistance to staff of HK companies to learn a new technology that could benefit business. Financial assistance can be up to 50% of course fee.
